When Liu Bowen first met Ming Taizu, he put forward his own "eighteen strategies for current affairs". Ming Taizu exultation, regard Liu Bowen as confidant strategist. In A.D. 1368, Ming Taizu ascended the throne in Nanjing and proclaimed himself emperor, thus formally establishing the Ming Dynasty. Knowing that his time was running out, Liu Bowen burned all his books, leaving only the original Eighteen Strategies of Current Affairs, and then went fishing by the river every day. After catching a basket full of fish, he ordered his men to put the fish in the basket and put it in the jar, and presented it to the emperor together with this eighteen strategies on current affairs.
Zhu Yuanzhang, as the founding monarch of a generation, had a poor talent, and he got along with Liu Bowen for many years, so he knew more about Liu Bowen. Zhu Yuanzhang still understood Liu Bowen's abnormal behavior.

Zhu Yuanzhang was not born in the royal family, but a humble cloth worker. He created the world by his own ability. If he doesn't govern the world with benevolence, others will rise up and rebel, and the country can only be handed over to others.
It was under Liu Bowen's exhortation that Zhu Yuanzhang lived frugally all his life, hardly taking a day off, and was very frugal. At the same time, he encouraged farmers to cultivate fields, rewarded those who opened up wasteland, built water conservancy projects, advocated planting, reduced taxes and severely punished corrupt officials, and created the rule of Hongwu.
Of course, it is very strict with corrupt officials. Only by implementing this benevolent policy can the people live and work in peace and contentment and the country maintain long-term stability.
If tyranny is carried out blindly, although the people will surrender on the surface, in fact, the undercurrent is surging, and the people's life will not go on. Naturally, someone will rise up and die.
