Hong Kong, Macao and Taiwan use traditional Chinese characters. Why do mainland China use regular Chinese characters (simplified Chinese characters)?

Of course, there was no traditional Chinese character system before there was a prescribed simplified Chinese character system. But in fact, some so-called simplified characters have always been used normally and can be recognized by people, that is, there are a few Chinese characters in history that are both simplified and complicated, but they have not been officially recognized.
