The examination and approval department of the Tobacco Monopoly Bureau shall, according to the requirements of relevant laws, regulations and policies and the reasonable layout of local tobacco products retail outlets, review the authenticity, legality, effectiveness and completeness of the materials submitted by the applicant, put forward opinions on whether to handle them, and report them to the approver for examination and approval;
5. Decision: Under normal circumstances, the Tobacco Monopoly Bureau will make a decision according to law within 20 working days from the date of acceptance. If the license is granted, the Tobacco Monopoly Bureau shall make a decision on granting the administrative license, and deliver the tobacco monopoly retail license to the applicant within ten days. If the license is not granted, the reasons will be explained to the applicant, and the applicant will be informed that he has the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.

Article 24
If a written decision is made not to issue a tobacco monopoly license according to law, the reasons shall be explained to the applicant, and the applicant shall be informed of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.
Article 26
The tobacco monopoly license issued by the tobacco monopoly bureau according to law shall be open, allowed and convenient for the public to consult.
Article 27
The tobacco monopoly license shall be valid for a maximum of five years, counting from the date of issuance.
