Xianyou County has a long history. Based on the fossils excavated, scholars have determined that humans lived and multiplied here as early as three or four thousand years ago. According to the "Xianyou County Chronicle" and "Fujian General Chronicle": more than 2,000 years ago, during the reign of Emperor Wu of the Western Han Dynasty, it was said that nine brothers of the He family in Linchuan, Jiangxi Province went to Jiuli Lake to refine elixirs, and the elixirs ascended to heaven on nine carps. "Xianyou" got its name from this.
In the second year of Emperor Wu of the Tang Dynasty (AD 699), the western half of Putian County was divided into Qingyuan County. This was the beginning of the establishment of this county, which has been more than 1,000 years ago. In the first year of Tianbao (AD 742), it was renamed Xianyou because it had the same name as the Qingyuan County (Quanzhou) it was under at that time. It was also named after the famous Jiuli Lake in the territory, and was also known as "Carp City".
In the fourth year of the Taiping and Xingguo reign of the Song Dynasty (AD 979), the Xinghua Army was established in Xingtaili and the border areas of Putian, Yongtai and Fuqing in Xianyou (renamed "Xinghua Prefecture" in 1369 in the Ming Dynasty). In the 13th year of Zhengtong in the Ming Dynasty (1448 AD), Xinghua Prefecture was cut off, and Fuxing, Xunyang, Xingjian, Laisu and Xingtaili were placed under the jurisdiction of Xianyou County.

Many Putian people moved to Xianyou to buy houses and properties, which is a bit like buying houses in school districts now.
Of course Xianyou was dissatisfied when his official school quota was taken up. The two sides began to dispute, and the lawsuit went all the way to the academic administration in charge of education in Fujian at that time.
At that time (during the Chongzhen period of the Ming Dynasty), Fan Ying, the chief official of academic affairs, came up with a solution called "Stop One, For One" - the so-called "Stop One" means that Putian people can no longer go to Xianyou to set up residence. Buying a house and land will occupy the official school quota in Xianyou; "Fuyi" means that Xianyou people cannot go to the official school in Xinghua at that time. All the places in Xinghua government school are given to Putian people, which is equivalent to Xianyou people can only go to the county school. A grade-level middle school can no longer be listed as a grade-level middle school.
