In order to concentrate on directing the Huai Hai Campaign, Rao Shushi set up three committees in East China Bureau: military, party affairs and government affairs. East China Central Bureau's Notice on the Establishment of Military, Party Affairs and Government Affairs Committees (19481kloc-0/28/month) said: The Huaihai Campaign was unprecedented in scale. In order to deal with work problems quickly to meet the current heavy work needs, it is decided to set up three committees, namely, military, party affairs and government affairs, under the leadership of the Standing Committee to handle daily work. Its composition and responsibilities are as follows:
A. Military Commission: It is composed of seven comrades, including Rao Shushi, Shu Tong, Guo, Yuan Zhongxian, Zhu Zemin, Chen Che, with Comrade Rao Shushi as the secretary and Comrade Shu Tong as the deputy secretary. It is in charge of military and front-line work (including military situation, deployment, sources of soldiers, ammunition, civilian resources, transportation, wounded and prisoners, etc.) and is responsible for handling East China.
Party Committee: It is composed of five comrades, including Kang Sheng, Zhang Dingcheng, Li Lin, Wei and Ren Zhibin, with Comrade Kang Sheng as the secretary and Comrade Zhang Dingcheng as the deputy secretary. In charge of local party affairs, responsible for handling requests from the Organization Department, Propaganda Department, Ministry of Urban Industry, Ministry of Social Affairs, United Front Work Department, Youth Working Committee, Women's Working Committee, Agriculture Committee and other units, as well as district committees, directly affiliated prefectural committees and municipal committees.
3. Government Affairs Committee: It is composed of five comrades, including Guo, Fang Yi, Ai Chun 'an and Gu Zhun. The comrades serve as secretaries and are in charge of finance, food, staff and workers, government affairs, justice and education. (Among them, the comrades are mainly responsible for finance, food and staff affairs, and Comrade Guo is mainly responsible for civil affairs, justice and education), and is responsible for handling East China Finance Office and provincial affairs. The handling of important issues by the above three committees shall be submitted to the Standing Committee for resolution, and the work shall be reported to the Deputy Secretary General of the Standing Committee on a regular basis. The composition and division of labor of the original ministries of East China Bureau remain unchanged.
During the Huaihai Campaign, the vast number of migrant workers from Jiangsu, Shandong, Henan, Anhui and Hebei provinces gathered on the battlefield, braved the bullets, endured the hunger of snow and wind, climbed mountains, crossed rivers and traveled long distances day and night to support their soldiers. On the traffic line, people are surging, wheels are rolling, and motorcades and people flow day and night. People carry bars on their backs, shoulders, carts, boats, stretchers, donkeys and oxen, forming an unprecedented magnificent army. People in the rear, regardless of gender, age and age, actively participated in winter ploughing production, raided rice and flour milling day and night, processed military food, rushed to make military shoes and uniforms, raised food and planted grass, and cared for the wounded. In the whole campaign, the former migrant workers were mobilized, including the regular migrant workers in the army, the regular migrant workers in the second-line transshipment and the temporary migrant workers in the rear (excluding the people who milled rice and made military shoes in the rear), which was nine times that of the participating troops. 206,000 stretchers, more than 880,000 vehicles, 355,000 shoulder poles, more than 8,500 boats and 257 vehicles were used. 14.6 million Jin of ammunition, 960 million Jin of grain and other military supplies were transported to the front, 1 10000 wounded were transferred to the rear.
