Regulations of Chengde Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to guide and carry forward civilized behavior, cultivate and practice socialist core values, improve the civilized quality of citizens and the level of urban and rural civilization, and build a "ecologically strong city and charming Chengde" with high quality development in the new era, these Regulations are formulated in accordance with the Regulations of Hebei Province on Promoting Civilized Behavior and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution and laws and regulations, embodies the core values of socialism, meets the requirements of socialist morality, maintains public order and good customs, carries forward the new fashions of the times, and promotes social progress. Article 3 The promotion of civilized behavior should adhere to the principles of individual self-discipline, social co-governance, combination of rewards and punishments and systematic promotion, and build a working mechanism of government implementation, social coordination, public participation and legal protection. Article 4 The spiritual civilization construction committees of cities and counties (cities, districts) shall co-ordinate the promotion of civilized behavior within their respective administrative areas, and the relevant offices shall be specifically responsible for the planning guidance, task coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas.

City, county (city, district) people's governments should take the promotion of civilized behavior as an important part of the construction of socialist spiritual civilization into the national economic and social development plan, and the relevant departments should do a good job in promoting civilized behavior in accordance with the division of responsibilities.

Trade unions, the Communist Youth League, women's federations and other people's organizations, enterprises, institutions and other social organizations shall give full play to their respective functions and actively do a good job in publicizing civilized behavior.

Township (town) people's governments and sub-district offices shall be responsible for the propaganda of civilized behavior in accordance with the requirements of the people's governments at higher levels and relevant departments.

Villagers' committees and residents' committees should strengthen the propaganda and guidance of civilized behavior and help promote civilized behavior. Fifth citizens should support and actively participate in the propaganda of civilized behavior, have the right to discourage, stop, complain and report uncivilized behavior, and put forward opinions and suggestions on the propaganda of civilized behavior.

State functionaries and public figures should play an exemplary role in promoting civilized behavior. Chapter II Basic Norms Article 6 Citizens should love the motherland, practice socialist core values, abide by laws and regulations, protect the ecology, observe social morality, abide by professional ethics, carry forward family virtues, enhance personal morality, and abide by the Constitution, laws and regulations, public order and good customs and other civilized codes of conduct. Article 7 Citizens shall maintain public order and consciously abide by the following provisions:

(1) Dress neatly and behave in a civilized manner;

(2) Wait for the service queue in turn, and get off first and then get on the bus by means of transportation;

(three) to carry out entertainment, fitness, publicity, business and other activities, the venue, facilities, electronic audio-visual products and audio equipment should be used reasonably, and the surrounding living environment should not be disturbed, and the noise value should not exceed the community noise emission standard;

(four) to watch sports events and performances, take good care of the facilities, observe the order of the venues, obey the management of the venues, and keep the venues clean and tidy;

(five) shall not occupy, block, close the evacuation passage, evacuation exit or other acts that hinder safe evacuation; Shall not occupy, block or close the passage of fire engines, and hinder the passage of fire engines;

(six) no buildings, structures and debris shall be built in the green space;

(seven) other provisions of laws and regulations. Article 8 Citizens shall maintain public health and consciously abide by the following provisions:

(a) take care of the public environment, do not spit or urinate, do not throw waste such as peels, scraps of paper, cigarette butts and chewing gum, and do not dump, scatter, pile up or burn domestic garbage at will;

(II) Keep public * * * places and public * * * facilities clean and tidy, and do not scribble, depict or post at will, hang or distribute advertising leaflets at will, pick flowers and fruits, climb branches or damage green spaces;

(three) to maintain the hygiene of public toilets, care for public toilet facilities, and go to the toilet in a civilized way;

(four) do not smoke in places (regions) where smoking is prohibited;

(five) do not discard wastes within the scope of management of rivers, reservoirs and ponds;

(six) take the initiative to reduce the discharge of fireworks. When setting off fireworks and firecrackers, observe the provisions on the time, place and types of fireworks and firecrackers that are restricted or prohibited in this administrative area;

(seven) civilized sacrifice, do not throw and burn funeral items on urban roads at will;

(eight) other provisions of laws and regulations. Article 9 Citizens should lead a civilized life and consciously abide by the following provisions:

(a) attach importance to family construction, family education and family style construction, respect the elders, and fulfill the obligations of supporting, caring for and visiting the elderly;

(two) civilized dining, using public spoons and chopsticks, not drinking, not eating wild animals prohibited by laws and regulations;

(3) handling weddings, funerals and celebrations without extravagance and waste;

(4) Green and low-carbon life, saving water, electricity, oil, gas and other resources, and classifying domestic garbage;

(5) When taking a dog out of the house, you should tie the dog chain and take the initiative to avoid others, clean up the dog feces in time, and you are not allowed to bring dogs other than guide dogs into public places or take public transportation;

(six) materials and other items are not piled up in the corridor of residential areas, which will not affect the lives of others;

(seven) the proper disposal of goods, not from buildings, structures, urban public management space throwing goods;

(eight) regulate the parking and charging of electric vehicles, and do not park or charge electric vehicles in public areas such as corridors, stairwells and safety exits of buildings;

(9) Other provisions of laws and regulations.
