An article on praising water conservancy people

Running water is fleeting, and time flies. I feel that it has been more than six years since I retired from water conservancy work. During this period, whenever I recall my indissoluble bond with water conservancy, it always excites me, haunts me and is hard to let go.

In retrospect, I have an indissoluble bond with the great cause of water conservancy, which is eternal and still has a very important position, role and influence in contemporary economic and social development. Although it is not the deliberate pursuit inherent in my life, it is by no means an accidental coincidence for no reason. In fact, since I was studying, I have established a special feeling and concern for water conservancy. I remember holding a history textbook and learning the story of Dayu's water control three times without entering the house; I know the tragic experience and deep suffering of thousands of floods in the history of our country. The dawn thousands of miles away brought millions of people and starved everywhere. Understanding that water can carry a boat and overturn it is not only a hero who benefits mankind and all beings, but also a profound truth that if it is not done well, it will become the chief culprit of mankind; I have also seen such a historical fact that in the long feudal history of our country, how many feudal dynasties were overthrown and replaced because of corruption and frequent floods, which brought clothing, food and people's livelihood to countless working people. So, in my heart, I planted the seeds that water is interdependent and closely related to human survival and reproduction and social development and progress. I remember when I was a child, it was 1954, just liberated and studying in primary school. In the summer and autumn of that year, there was a rare flood in the lower reaches of the Yangtze River. Wang Yang is everywhere, and nothing is harvested in the farmland. I waded barefoot to school every day, and even my toes were soaked. The experience of this flood has made me personally realize that the brand that we should always care about water conservancy has deepened in my heart. It is precisely for this reason that I, a cadre who has not specially entered the water conservancy colleges for further study, but has worked in the organization department for a long time, made an organizational decision at the end of 1985 and transferred me to the Municipal Water Resources Department as a deputy leader. Without saying anything, I resolutely obeyed the arrangement of the organization, made a substantial leap in becoming attached to water conservancy, and my fate also gave me new connotations. I deal with water conservancy every day, often groping and knocking on the banks of rivers and seas. I never left the water conservancy department for a day until I retired. This kind of life experience is probably forged by my fate with water conservancy!

As the saying goes, "It is predestined to meet thousands of miles away". Speaking of fate, although invisible, it is full of charm. At first glance, it is the embodiment of love and affection between people, people and nature, and people and everything in the world. In fact, it is something that can be cultivated and sublimated, and it is also a source of strength to promote people's progress. When I first came to work in the water conservancy department, although I had special feelings for the water conservancy cause, I also had the desire to take the leadership responsibility and do things well. However, because water conservancy is a professional and technical work, I have not received special education and training on water conservancy knowledge, and I am faced with a blank sheet of paper. I can imagine the pressure inside me at that time. However, with the help of my past work experience and understanding, I know that it is not enough to do things only by relying on my love and enthusiasm for my career, and it is even more undesirable to retreat in the face of difficulties. Looking back now, it was the deep "fate" between me and water conservancy that gave me direction and strength, and gave me the motivation to consult modestly and study hard. At that time, I often thought that since the organization asked me to work in the water conservancy department, it was a kind of fate, that is, I could only add luster to the fate, but I could not humiliate it. So I made up my mind, on the one hand, to consult many water conservancy veterans and learn the experience of leading and managing water conservancy work, on the other hand, to consult water conservancy scientific and technological personnel and master the technical terms of water conservancy and the necessary knowledge of water conservancy for leadership; On the other hand, I also found a lot of books and magazines on water conservancy, and often read them at night, so that I can master the knowledge of water conservancy as soon as possible and enter the role as soon as possible. In this way, in a very short period of time, I quickly mastered some basic knowledge and work requirements that I should master in the water conservancy department, and gradually became comfortable with my work. In the following days, I often went to the countryside to investigate water conservancy facilities with the scientific and technical personnel of the bureau, and inspected and guided the work on the river bank and river dredging site. Everywhere I go, I can tell a story of 1234, and I never speak layman's words. In the practice of going deep into the grass-roots front line, I not only established a good work style, but also learned more water conservancy knowledge, and personally felt the great contribution and great creative spirit made by water conservancy workers and the masses for the hard work of building water conservancy. This has also increased the width and thickness of my relationship with water conservancy and made me love water conservancy work more. In order to express my deep feelings for water conservancy and water conservancy people, I later wrote an article "Respectable Man", which was published in People's Daily 1997 on February 23, comparing water conservancy people to "people who carve dragons and paint phoenixes for the earth", enthusiastically praising water conservancy as a great cause and praising water conservancy people for their selfless dedication, hard work and hard work.

Fate, seemingly invisible, is actually just synonymous with feelings and ideas. Actually, it is not. It is the link and carrier to cultivate people's sentiment and character. Looking back now, the water conservancy spirit of "hard work, dedication, unity and struggle, and courage to fight for the first place" shared by us water conservancy people is cultivated and cast because of the fate with water conservancy. I also have a deep understanding of this. I remember that in 199 1 year, a serious flood disaster occurred in the Jianghuai Basin. Because I work in the water conservancy department, I have a particularly close relationship with water conservancy. From July of that year 17, I went to Hai 'an He Lixia area with the leaders of the municipal party committee and the municipal government to organize and participate in flood fighting and disaster relief, and spent 17 days and nights there. For the safety of people's lives and property, "Jia" worked tirelessly with local cadres and masses every morning to fill mud bags, build dams and guard waist-deep weikou gates, which withstood the severe test of flood fighting and disaster relief and finally won. Later, I was rated as an "advanced worker in flood fighting and disaster relief" and commended by the municipal party committee and government. Participating in the flood relief was the most direct and severe test of my connection with water conservancy in my life. What I handed over was an answer sheet that satisfied the people. That is, that test made my thoughts, sentiments and personality thoroughly cleansed and sublimated in the fate with water conservancy, and I understood more how important the status and role of water conservancy work are and how great the responsibility on my shoulders is. People need to improve water conservancy conditions, and economic and social development cannot be separated from strengthening water conservancy infrastructure construction. Since the flood, people have deeply reflected, and the city has set off a new round of water conservancy construction climax. My colleagues and I also consciously devoted ourselves to this climax and made new contributions.

Fate is the fusion of emotion and realistic responsibility, and it also contains the expectation and pursuit of a better tomorrow. I went to work in the water conservancy bureau and formed an indissoluble bond with water conservancy. On the one hand, I am out of love for water conservancy work, and I always try to do my job well. On the other hand, it is also due to my job responsibilities. Usually, I pay great attention to going deep into the grass roots, investigating and studying, and integrating my deep feelings for water conservancy into my deep understanding of the history and present situation of water conservancy and into the innovative development of water conservancy in the future. Especially 199 1 catastrophic flood disaster, post-disaster reflection and a large number of investigation and research materials have clearly seen serious practical problems such as insufficient investment in water conservancy, aging facilities, declining benefits, and water conservancy development failing to keep up with the needs of rapid and healthy economic and social development, which has also aroused my unremitting pursuit of a better tomorrow for water conservancy. Since then, I have focused part of my attention on encouraging and calling for water conservancy development and innovation, and regarded it as a major event. I wrote in 1994 that the fundamental way to expand water conservancy investment lies in deepening reform-discussion on establishing water conservancy investment mechanism adapted to market economy and society, which was adopted by Policy Research magazine of the Ministry of Water Resources (1 1). Since then, I have published "Developing diversified financing channels, accelerating the pace of Nantong's water conservancy infrastructure construction, and accelerating the process of water conservancy industrialization. The key lies in people, the problems and countermeasures in the development and utilization of water and soil resources in the water conservancy project management area, the advantages and disadvantages of tax and fee reform for rural water conservancy development, the countermeasures of water conservancy industry after China's entry into WTO, the investigation on the development of Nantong's agricultural water-saving irrigation, the difficulties and countermeasures for realizing the breakthrough of water conservancy price reform, and strengthening the collection of water conservancy taxes and fees. More than 20 innovative research reports and theoretical discussion articles on water conservancy development, such as "Accelerating the development of water conservancy industry, cultivating talents who try water conservancy first, and promoting the transformation from engineering water conservancy to resource water conservancy in theory and practice" and "How far is market water conservancy from us", were published in China Water Conservancy and Water Conservancy Development Research sponsored by the Ministry of Water Resources respectively. In the newspapers and magazines such as Water Economy sponsored by China Water Conservancy Workers' Ideological and Political Work Research Association, Jiangsu Water Conservancy and china water resources news sponsored by Jiangsu Provincial Water Resources Department, until I retired, I have been drumming vigorously, calling on water conservancy to keep up with the times and innovate for water conservancy development. In the days before my retirement, I also participated in the Jiangsu Water Conservancy Development Strategy Research Group, and wrote a 60,000-word project report "Implementing Two Fundamental Changes to Accelerate Water Conservancy Development", which was later published by the Provincial Water Resources Department and distributed in the province's water conservancy system. Looking back now, I spent so much energy and wrote so many articles encouraging and calling for water conservancy development and innovation in pursuit of a bright future for water conservancy development. Seriously, it's not for personal fame and fortune, but just the crystallization of my fate with water conservancy. Now, although I have retired, I see what is presented to me. It is my expectation and pursuit for the future of water conservancy that has gradually become a reality: 1998 After the Yangtze River flood disaster, the party and governments at all levels once again attached great importance to water conservancy and continuously increased their investment in water conservancy; Rivers and rivers have been effectively managed step by step, and the dike project has made the river-sea levee an indestructible wall of copper and iron; The pace of water conservancy reform has been greatly accelerated, and substantial progress has been made in the transformation from engineering water conservancy to resource water conservancy; Building a water-saving society has become a fashion and people's pursuit and conscious action. Fate, fate, for so many years, water conservancy and I became attached. I am waving flags and shouting for water conservancy development and innovation. I just threw a stone into the sea, but a stone stirred up a thousand waves. Another spring of rapid development of water conservancy has finally arrived, and a new water conservancy landscape is presented to me. My eyes are wet and fuzzy. Water conservancy chose me, and I also chose water conservancy, and I have no regrets for life. Fate really makes my heart feel infinite joy and incomparable intoxication.

Life is a hundred years old, but I have an iron core to control water. As long as my life goes on, I will always cherish the fate with water conservancy, love water conservancy, care about the sustainable development of water conservancy in innovation, keep water conservancy young forever and make new contributions to building a harmonious society and economic and social development!

First, Dujiangyan is full of water culture connotation.

The cultural view of modern science holds that all human activities and their achievements that are beneficial to the all-round development of people as the main body of social life can belong to culture. Dujiangyan water culture is a monument in the outstanding cultural heritage of mankind, which not only represents the scientific and technological material civilization of China, but also represents the long-standing cultural and spiritual civilization of China. Here, water conservancy projects and natural and cultural landscapes complement each other and merge into a beautiful tourist landscape. Its sustainable development connotation of "harmony between man and nature" is unique in the world. Throughout the ages, many poets and scholars have praised this. Water and folklore, folklore, water and landscape architecture, water and folklore, water and poetry, water and painting, water and prose travel notes, water and music, calligraphy, sculpture, etc. , has its rich content in Dujiangyan. Dujiangyan is the best combination of history, culture and science. In Dujiangyan water culture, the following images have been established:

1 scientific development image of water resources As a natural element and the support of life, water has formed an indissoluble bond with human life and even cultural history from the very beginning. The completion of Dujiangyan has turned the western Sichuan plain, where floods and droughts frequently occur, into a fertile land. Dujiangyan headwork project enjoys a superior natural geographical location, and its layout conforms to natural laws. The three major projects, i.e. fish mouth, sand flying weir and bottle mouth, restrict and complement each other, and the joint operation has played an important role in water diversion, flood diversion and sediment discharge. Dujiangyan is famous for its long history, reasonable layout, enduring and efficient economy. It has been used for more than 2000 years and is unparalleled in the world. Dujiangyan is not a simple extension, and it is still young after more than two thousand years. The irrigation area has increased from 2.8 million mu in 1949 to more than 100 million mu in 1993, which is also the first irrigation area in China to break through10 million mu. At the same time, it is also responsible for multi-objective and multi-level water use for more than 20 million people, such as domestic water use, industrial water use in river basins, flood control, power generation and environmental water use. This shows the development potential of Dujiangyan to keep pace with the times, and also shows that the new China water conservancy technology has reached a new level.

The image of water conservancy project, any construction project is a solidified art, with the function of containing and nourishing culture. Dujiangyan irrigation area has modern dams, canals, gates, bridges, reservoirs, aqueducts and culverts. And traditional temples, pavilions, small bridges, inscriptions and other architectural forms. It can reflect the unique style and image of historical water conservancy projects. For example, Heilongtan Fu said: "Qingquan sings a hymn of harvest, and one side is hungry for soil, which is listed as a national granary. The hinterland has become a cornucopia, reflecting the image of water conservancy projects (reservoirs).

3. Water control map, including Li Bing stone statue (stone statue of Eastern Han Dynasty), the pioneer of water control in Fulongguan, Dujiangyan City; There are statues of Li Bing in the Erwang Temple, and there are also people who have made great contributions to the governance of Dujiangyan in history, such as Zhuge Liang, Ji Dangfu, Wen Weng and Ding Baozhen. Some of them lost their jobs and even their heads for the construction and expansion of Dujiangyan. Their noble sentiments of serving the country and the people, building water conservancy projects and selfless dedication have set a glorious image of outstanding sons and daughters of the Chinese nation and become an example for future generations to admire and learn today.

4. The artistic image of water conservancy, promoting the glorious image of water conservancy industry and water conservancy heroes through cultural and artistic means. There are movies "Li Bing" (E Film Factory), TV "Dujiangyan" and "The Ancient Weir Flows". Sichuan Opera "Looking at Mother Beach", Beijing Opera "One Man Through the Ages", Li Bing's story of fighting against the river god to destroy the dragon, the legend of Li Bing's sage, the golden gongs and jade sticks, etc. Other calligraphy, painting and photography are too numerous to mention. Through artistic images, people enjoy the enlightenment of beauty and philosophy.

5. The image of managing water conservancy according to law, Dujiangyan has always been managed according to law. As early as the Shu-Han period, Zhuge Liang promulgated the "dike protection order" in Jiuli dike of irrigation area, which was the earliest notice of river regulation in China. In the Song Dynasty, the canal said, "In the second year of Daguan, (1 108) in July, it is said that ..... the cost of repairing the weir was calculated according to the years, and it was counted on the people and the people who worked. I am allowed to steal myself, I will tell you. " According to the law of the Song Dynasty, people can't sue officials, but Dujiangyan franchisers can sue officials, which is unique. The establishment of water conservancy institute in Qing dynasty further strengthened the management of canal head and irrigation area. In order to strengthen project management and people's life and property safety, China has promulgated a series of laws and regulations, such as water law, soil and water conservation law and so on. 1997 Dujiangyan Water Conservancy Project Management Regulations was promulgated and implemented by the Standing Committee of Sichuan Provincial People's Congress. After several years of practice, in order to solve the new situation and new problems in the implementation, the provincial people's congress passed the revision of the regulations in June 2003. Through publicity and investigation of cases, we will strengthen people's awareness of water conservancy legal system, establish the image of water conservancy law enforcement, and move towards the track of water conservancy according to law.

6. Flash Philosophy Dujiangyan in the long-term development, the philosophy it followed was brilliantly summarized by Wu Tao of A Qing Dynasty as "making the best use of the situation and adapting it to the times". Dujiangyan Water Conservancy Project has always been in line with the times, so it has been enduring for a long time. "Time" refers to the continuous flow of the Minjiang River day and night, and refers to the social background, that is, the national policy and the people's intention to govern the Minjiang River. "Make the best use of the situation" is to use the laws of nature that have been mastered to transform nature, overcome floods and seek people's livelihood. "Take advantage of the situation" Good, good, scientific. "Conforming to the times" is suitable for the beneficiaries, easy to accomplish and has great benefits. In the long river of history, the situation is changing, time is passing, and "beneficial guidance" and "adaptation" still need to be carried out continuously.

Find something from it, I hope I can help you ~ ~
