Zheng Xinchao met Mr. Ma in September, 1950. At that time, he was just approved by the Chairman of the Central People's Government Military Commission and appointed as an adviser to the Political Bureau of the Artillery Command of the People's Liberation Army (the Political Bureau of the Artillery Command had not yet been established). 1in mid-September, 950, Zheng Xinchao suddenly received a telegram from Beijing from the Artillery Department of the Military Commission, asking him to make a special trip to Beijing to meet with Zai Tao's consultant. At the Artillery Command of the Military Commission, Zheng Xinchao first reported to the artillery commander Chen Xilian and the deputy commander Su Jin. They praised their outstanding achievements many times and were commended by Chairman Mao and Zhou Enlai. They also pointed out that Zheng Xinchao should meet with Zai Tao as soon as possible.
In September, 1950, in Zheng Xinchao, he sent a telegram to Commander Chen Xilian and Deputy Head of Artillery Division Su Jinfa.
After the commander reported to the work, the "artillery division" decided to let Zheng Xinchao stay in Beijing to prepare for the work of the Political Bureau of Malaysia. On June 4th, 195 1, accompanied by the deputy commander of the artillery department of the Central Military Commission, the consultant inspected the Mudanjiang Military Racecourse, Zhaodong Military Racecourse (Xiaoxing 'anling) and Zalantun Military Racecourse that Zheng Xinchao had built in Zhongnanhai for Premier Zhou, and they were approved by the State Council and signed by Premier Zhou. After the founding of New China, at most, our army had 22 military horse farms, including Shandan Military Horse Farm, Mudanjiang Military Horse Farm, Hongshan Military Horse Farm, Minxian Military Horse Farm, Zhaosu Army Horse Farm, Zhaodong Military Horse Farm, Baicheng Military Horse Farm and Zhalantun Military Horse Farm.
