Solve the shortage of land resources in Wenzhou and expand the space for urban development
Wenzhou Shoal has a long history and is the largest and most developed barrier beach outside the Oujiang estuary. According to research, Hannah Quinlivan Island, which is close to the upper reaches, was reclaimed as early as Hongwu period in Ming Dynasty, and more than 300 families settled in Jiaqing period in Qing Dynasty. The shoal project is to build two dikes (north dike length 14.5km and south dike length about 23km) on the tidal flat from the east side of Hannah Quinlivan Island to the west side of Niyu Island in Dongtou, connecting Hannah Quinlivan Island and Niyu Island, and land can be reclaimed between the two islands132,000 mu. The formed land will be used as urban development and construction land, port industrial development land and cultivated land reserve resources in Wenzhou. Reclamation will also extend the urban development space of Wenzhou to the east by 60 kilometers, adding more than 200 square kilometers, including Dongtou Islands, which is enough for Wenzhou to "grow up" twice.

Create conditions for deep-water port resource development and open economy.
Although Wenzhou Port is listed as one of the 25 main hub ports in China, its existing scale is not large, which is not commensurate with the status of coastal open cities. Dongtou County is known as the "County of Hundred Islands", with a total coastline of 33 1 km. There are many superior ports and harbors, but they are not connected with the mainland, and their development is greatly limited. Among them, the deep-water coastline of Zhuangyuanao is nearly 8 kilometers, which is located between Zhuangyuanao and Niyu Island. It can build a 200,000-ton berth with a planned total throughput of 50 million tons and 5 million TEUs, which is more than 40 kilometers away from Wenzhou city and only 30 kilometers near the frontier western Pacific international route. After the completion of the Peninsula project, the development and construction of the champion deep-water port became possible, and it is currently under construction, which will transform Wenzhou Port from a estuary port into a comprehensive port of "big, medium and small" and become a veritable national hub port, creating conditions for the development of Wenzhou's open economy.

Promote the comprehensive and coordinated development of Wenzhou's marine economy and regional economy.
Wenzhou is rich in marine and island resources. The completion of the peninsula project has created basic conditions for the construction of a port-based industrial and trade zone, a central fishing port, a seafood trading market and a coastal rest area. It can promote the development and utilization of marine resources in Dongtou and the development of marine tourism, realize the transformation from island economy to peninsula economy, from single fishery economy to marine economy, and from fishing village to city, thus promoting the all-round economic and social development of Dongtou County.
On the one hand, it can give full play to the island's characteristic advantages and promote the development of Dongtou port-facing industries and advantageous industries, mainly marine characteristic industries such as aquatic products processing, marine medicine, marine biology, marine chemical industry and shipbuilding; Build the largest liquefied petroleum gas storage and transportation base in Xiaomendao, Asia. On the other hand, taking the opportunity of connecting the five islands with the land islands, the scattered scenic spots will be "strung" into a tourism golden chain, realizing the transformation of island tourism from sightseeing to leisure and holiday, truly forming the artistic conception of "overseas taoyuan has a unique sky" and promoting Dongtou to develop into Wenzhou tourism and leisure base. Then, the completion of the Peninsula project will make it possible for Dongtou County to build a central fishing port in southern Zhejiang and form the largest seafood trading market in southern Zhejiang according to the port, thus changing the situation that there is no large seafood trading market in Wenzhou.
