Principles for Determining the Liability of Non-performing Assets of the Head Office of China CITIC Bank Article 1 These Measures are formulated to establish and improve an effective investment restraint mechanism, strengthen the management responsibilities of business personnel and managers at all levels, effectively reduce and avoid risks, ensure asset safety, improve asset quality and safeguard the interests of loan beneficiaries.

Article 2 The term "non-performing assets" as mentioned in these Measures refers to all kinds of assets classified into subcategories, doubtful categories and loss categories according to the five-level classification standard of asset quality, including creditor's rights assets, equity assets and other inherent and loan assets. The liability for non-performing assets as mentioned in these Measures includes the liability for violation of regulations and the liability for management. The term "responsibility identification" as mentioned in these Measures refers to the behavior of the company to confirm the responsible person, clarify the responsibilities to be borne and punish the relevant personnel after investigating and analyzing the causes of the formation of non-performing assets.

Article 3 The Company's Risk Control Committee is the examination and approval authority for the determination of the liability of non-performing assets, and has the right to impose corresponding penalties on those responsible for the formation of non-performing assets. The Compliance and Risk Control Department takes the lead, and together with the Asset Management Department and the Human Resources Department, it forms a working group to identify the responsibility of non-performing assets, and specifically implements the responsibility identification work.
