In order to further promote the creation of the hometown of folk culture and art in Shanghai, consolidate the achievements of the construction of the hometown of folk culture and art, and play its important role in the construction of a new socialist countryside and the construction of a harmonious socialist culture, the Shanghai Municipal Government In January 2007, the Bureau of Culture, Radio and Television organized the selection and naming of the “Hometown of Folk Culture and Art”. According to SMG Film and Television [2007] Document No. 678, three towns in Baoshan were named the "Hometown of Folk Culture and Art in Shanghai" in 2007, namely Luodian Town (Luodian Dragon Boat), Gucun Town (Poetry), Dachang Town (calligraphy and painting). Among the 12 officially named streets and towns in Shanghai, Gucun Town has become the only "Hometown of Poetry" in Shanghai. Currently, the Party Committee and Government of Gucun Town are vigorously implementing the "Cultural Town", starting from the three levels of community, rural areas and schools, and making every effort to create "Poetic Village Gucun" and establishing another unique cultural brand for Baoshan District.
From 2007 to 2008, based on summarizing past experience, the Ministry of Culture formulated and promulgated the "Nomenclature of the Hometown of Chinese Folk Culture and Art" in order to standardize the naming and management of the "Hometown of Chinese Folk Culture and Art". Measures", unified the name as "Hometown of Chinese Folk Culture and Art", and reorganized the naming work nationwide. A total of 963 counties (cities, districts), towns (streets) and communities have been named "Hometown of Chinese Folk Culture and Art" (including ***21 in Shanghai). In 2008, according to the "Decision of the Ministry of Culture on Naming the Hometown of Chinese Folk Culture and Art" issued by Wenshe Tufa [2008] No. 40, Gucun was named the "Hometown of Chinese Folk Culture and Art" in the poetry category.
