Measures for the administration of group associations
Chapter I General Principles
Article 1 In order to further standardize the management of group associations, maintain the order of group activities, promote the healthy and prosperous development of associations in all aspects, enrich the spare time life of colleagues, improve the quality of colleagues, promote the construction of corporate culture, and actively support group work, these administrative measures are formulated in accordance with national laws and relevant rules of groups. These management measures are applicable to the associations and societies run by various business groups of the Group.
Article 2 The purpose of the Association is to integrate health, innovation and entertainment.
Article 3 To carry out projects:
(1) Sports: such as ball games, gymnastics, track and field, mountain climbing, swimming, Tai Ji Chuan, etc.
(2) Talent projects: such as dance, musical instruments, chorus, painting, calligraphy, cross talk, sketches, etc.
(3) Art projects: such as reading, writing, poetry, reading club, etc. ;
(4) Academic projects: such as debates, negotiations and calculators. ;
(5) service items: such as taking care of children;
(6) Hobbies: such as stamp collecting, photography, bridge, gardening and fishing;
(7) Other activities beneficial to physical and mental health are acceptable.
Article 4 Participants: The Association is a mass organization voluntarily organized by group colleagues, and all group colleagues can participate.
Article 5 All societies accept the management, guidance and services of the Culture and Entertainment Department of the Human Resources Comprehensive Office of the competent department of cultural and entertainment activities. Activities within the scope stipulated by the Constitution, laws, articles of association, Measures for the Administration of Associations and related documents shall not be engaged in activities unrelated to the Measures for the Administration of Associations.
Article 6 The basic tasks of the Association are:
(1) Follow and implement the group's education and training policy, promote the all-round development of colleagues in morality, intelligence and physique, and cultivate and improve their comprehensive quality;
(two) active life, service and cohesion colleagues;
(3) Actively carry out amateur activities such as talent, culture, sports, academics, science and technology with healthy content and novel forms, which colleagues are willing to participate in, so that colleagues can love the company more and enhance their centripetal force;
(4) Strengthen the construction of corporate culture in the park, enrich the leisure and cultural life of employees, and promote the integration and progress of colleagues.
Article 7 Promotion methods:
(a) employees use their spare time to study rehearsals and hold various activities regularly to give members the opportunity to exercise;
(two) according to personal interests and expertise, organize various activities, hire professionals to teach, improve skills;
(3) Recommend outstanding league members to participate in various large-scale competitions and activities, expand the influence of the group and enhance the image of the group.
(4) Major activities organized by various associations shall be notified to the Culture and Entertainment Department of the General Office of Human Resources one month in advance, and the budget shall be submitted before they are approved;
(5) When the associations carry out major activities, the Human Resources Office gives strong support in terms of funds, equipment, venues and personnel.
Article 8 The association shall unite and cooperate with the business group, go hand in hand, learn from each other's strong points, actively support the work of the group, and obey the unified management and scheduling of the Culture, Sports and Culture Department of the General Office of Human Resources.
Article 9 All kinds of activities included in these Measures must conform to the national constitution, laws and local regulations, and abide by the rules and regulations of the Group, which is beneficial to the physical and mental health of the majority of colleagues.
Chapter II Establishment of Associations
Article 10 The establishment of an association shall meet the following conditions:
(1) The promoter is a group colleague, self-motivated, collective-loving, with strong sense of responsibility and good performance;
(2) Colleagues who are cadres of mass organizations must have certain working ability and expertise, and at the same time be able to study hard and have good performance. Those who have been disciplined by the League for less than one year shall not serve as community cadres;
(3) Colleagues who are cadres of mass organizations must apply in person, solicit opinions from their immediate supervisors and business groups, and finally be reviewed and announced by the General Office of Human Resources;
(four) the same business group can not have more than two similar associations (including names and main activities);
(5) It has a standardized name and corresponding organization, and there are more than two responsible persons in the organization;
(6) Having clear articles of association and corresponding rules and regulations;
(seven) to hire senior professionals as community instructors;
Article 11 To apply for the preparation of an association, the promoters shall submit the following materials to the registration administration department (Culture, Sports and Culture Department of the Human Resources Office), which shall be approved by the Human Resources Office for the record:
(1) An application for preparation, which shall specify the purpose, significance and establishment process of the new association;
(two) the draft articles of association to be established and the corresponding rules and regulations;
(three) the basic information of the promoters and the person in charge to be appointed, and a copy of the brand name;
(four) written opinions of the human resources director of the enterprise group where the person in charge of the association is located;
(five) the basic introduction of the instructor hired by the association and the certificate of the department where the instructor works;
(6) Sources of funds and material conditions;
(seven) other matters that should be explained;
(8) The time for accepting association applications is the first week of each month, and association applications are not accepted at other times.
Article 12 The articles of association shall include the following contents:
(a) The name of the association should reflect the characteristics of the association and not conflict with the existing association;
(two) the purpose, scope and mode of activities of the association;
(3) Membership of the Association and its rights and obligations;
(four) the organization and management system of the association;
(five) the principles and methods of financial management and fund use of associations;
(six) the conditions, authority and procedures for the emergence and removal of the person in charge of the association;
(7) Procedures for amending the Articles of Association;
(8) Procedures for terminating the association;
(nine) other matters that should be stipulated in the articles of association.
Article 13 The Ministry of Culture, Sports and Culture shall make a decision of approval or disapproval within 15 days from the date of receiving all valid documents listed in Article 11 of these Measures.
An approved association shall convene a general meeting of its members within 30 days from the date of approval by the registration administration organ, adopt its articles of association, produce an executive body and be responsible for it.
During the preparatory period, membership fees shall not be collected in the name of the association, and activities outside the preparatory period shall not be organized.
Article 14 An association may not be established under any of the following circumstances:
(a) the purpose, content, scope of activities and management of the association are not in conformity with the provisions of Articles 2, 3 and 5 of these Measures;
(2) The same enterprise group has the same or similar corporate nature;
(3) The promoter has been punished for less than one year;
(four) practicing fraud in the process of application preparation;
(5) The articles of association are vague, unclear and misleading;
(6) Other circumstances that are not established.
Chapter III Organization of Associations
Article 15 The Association consists of all members' meetings and all responsible departments of the Association.
Article 16 The general meeting of members of the Association is composed of members. The general meeting is the highest authority of the Association and exercises its functions and powers in accordance with the provisions of these Administrative Measures.
Article 17 The general meeting of members shall exercise the following functions and powers:
(a) to elect and replace the person in charge of the association;
(two) to examine and approve the work report of the person in charge;
(three) to decide on the change and cancellation of the association;
(4) amending the articles of association;
(five) to supervise the financial activities of associations.
Article 18 The general meeting of club members shall be held at least once every quarter, and the resolutions formed by the general meeting shall be reported to the Ministry of Health for the record.
Article 19 The main leaders of the association mainly refer to the president, vice president, financial controller and heads of various departments of the association. The leaders of the association are elected by the members of the association through the general meeting and produced after approval by the Ministry of Health. The president and vice-president of the association shall not concurrently be the person in charge of finance, and the person in charge of finance shall be specially assigned.
Twentieth any of the following circumstances, shall not continue to serve as or be elected as the person in charge of the association:
(1) Being disciplined by the Group;
(two) the person in charge who was dismissed or the association was dissolved or revoked due to violation of relevant regulations should bear the main responsibility;
Chapter IV Supervision and Management of Associations
Article 21 The Ministry of Culture, Sports and Culture shall be responsible for the following supervision and management:
(a) to be responsible for the registration of the establishment, alteration and cancellation of associations;
(two) to examine and approve the application of the association to hire group teachers as consultants;
(three) to guide the daily activities of the community;
(four) when all kinds of associations carry out major activities, the human resources office gives strong support in terms of funds, equipment, venues and personnel.
(five) to supervise, inspect and deal with the problems of associations in violation of these administrative measures.
Article 22 The funds for the daily activities of an association shall be allocated by the Ministry of Culture, Sports and Culture. Activities or cultural performances that need to be held during major festivals of the Group must be reported to the Group for approval (see Chapter 7 for details).
When accepting donations and subsidies, the Association must report the acceptance and use of donations and subsidies to the registration administration department and announce them to all members.
Twenty-third associations must abide by the relevant financial management system and accept the supervision of the registration management department.
Twenty-fourth associations can use artistic icons and other signs without the official seal, with the approval of the registration administration department.
Twenty-fifth associations to carry out group activities must apply to the human resources, culture and entertainment department of the general office. If it is held without approval, it will not be approved for funding, and if it causes adverse consequences, its legal association qualification will be cancelled.
Article 26 An association may establish a webpage with positive content, which can be updated regularly and approved by the Ministry of Health. Once its webpage production and content are found to be in violation of these administrative measures, it shall be ordered to make immediate rectification.
Chapter V Rights and Obligations of Association Members
Twenty-seventh group colleagues have the right to freely join or quit any association according to the articles of association, and all members of the association enjoy rights and perform obligations equally.
Twenty-eighth members of the association have the right to know the articles of association, organizational structure and financial system of the association, and put forward suggestions and questions on the management and activities of the association.
Twenty-ninth for performances and major events, according to the company's practices and standards to be subsidized. Give special rewards to those who have made outstanding contributions in personal activities;
Thirtieth outstanding members shall be organized to hold exchanges, get together or watch large-scale performances from time to time.
Chapter VI Alteration and Cancellation of Associations
Article 31 If the registered items and record items of an association need to be changed, it shall apply to the registration administration department for registration of change within 7 days. If an association amends its articles of association, it shall report to the registration authority for approval within 7 days.
Thirty-second in any of the following circumstances, an association shall apply to the registration authority for cancellation of registration:
(a) failed to complete the purpose stipulated in the articles of association;
(2) The general meeting of members decides to dissolve;
(3) Division or merger of the association;
(four) ordered to close or dissolve;
(5) Termination for other reasons.
Article 33 After applying for cancellation of registration, an association shall submit a financial liquidation report to the registration authority. During the liquidation period, the association shall not carry out activities other than liquidation.
Thirty-fourth after the liquidation of an association, it shall go through the cancellation of registration with the registration authority. When handling the cancellation of registration, an application for cancellation, a statement by the person in charge on the reasons for cancellation and a liquidation report shall be submitted, and the donated goods shall be handed over to the donee.
Article 35 The alteration and cancellation of the association shall be published in the form of announcement after approval.
Chapter VII Sources of Funds for Associations
Thirty-sixth types and standards of funding sources for associations:
(1) Start-up expenses of each newly established society: a subsidy of XX yuan;
(2) According to the club's activity plan, the Cultural and Sports Department of the Human Resources Comprehensive Office reviews its activities and operation status every quarter, and each person subsidizes 200 yuan;
(3) The Department of Culture, Sports and Culture of the General Office of Human Resources allocates additional project funds according to the budget, nature and scale of community projects;
(four) to apply for community subsidy fees, and submit them to the community within the first month after the end of each quarter.

(5) Every time the Association applies for the project activity fund subsidy, it shall submit the Budget Form of the Association's Project Activity Fund Application one month in advance, and within two weeks after the end of the activity, make a detailed explanation of the expenditure of the funds applied for this activity, fill in and submit the Final Statement of the Association's Project Activity Fund Application, and report it to the Cultural and Sports Department of the Human Resources Office for reimbursement and filing;
(6) Before February 3 1, 1, each society will make a detailed list of the use of annual activity funds, which will be announced after being named by the health department and the president of the society;
(seven) the association must abide by the relevant financial management system and accept the supervision of the registered human resources office. Before changing or replacing the person in charge, the person in charge of the association should send its financial statements to the Ministry of Culture and Sports for financial inspection.

Chapter VIII Reward and Punishment System for Associations
Article 38 The Culture, Sports and Culture Department of the General Office of Human Resources will appraise and commend outstanding organizations every year according to their activities and their reflection among colleagues.
