Reading notes on building a happy China: 800 words, urgent! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! ! !

Wu Yue Chun Qiu said: "The people are prosperous and the country is strong, and the people are safe and peaceful." "The people are prosperous" before "the country is strong". The ancients put forward the idea of ??"people-oriented" thousands of years ago. The reforms that began more than 30 years ago have brought China's economy to the forefront of the world and made "development first" the primary goal that has remained unchanged for more than 30 years. However, the rapid growth of GDP has not brought about the simultaneous prosperity of the people. The excessive income gap has become a problem after development, and the goal of scientific development is gradually drifting away. At the Fifth Plenary Session of the 17th Central Committee of the Communist Party of China held in October, "the income of urban and rural residents generally increased rapidly" was set as one of the main development goals for the next five years, creating a "happy China" and returning wealth to the people. , it is necessary to truly transform from a material-oriented to a people-oriented, and the prosperity of the people is the source of national strength, and it is a topic that requires our continued attention -

There is almost no disagreement about what problems exist in China today. There are many suggestions on what should be done: such as expanding domestic demand, adjusting structure, rational distribution, paying attention to people's livelihood, social security, and sustainable development. These have been recognized by the authorities and written into reports and documents, but most of them have not been effectively implemented. A few years ago, we discussed changing government functions from leading the economy to providing public services. At that time I said: "Is a service-oriented government good? Right? Yes! But can it be done? It can't be done! Will it work? It won't work!" Why? Putting development first is China's national policy, leading the economy is the government's responsibility, and GDP is the assessment target. How can officials become service-oriented if they rely on this to get promoted?

"Scientific development" cannot compete with "development first". The development goals of the "Eleventh Five-Year Plan" will be over-achieved, and the required scientific development goals will basically fail. The "Eleventh Five-Year Plan" calls for an average annual growth rate of 7.5% in GDP, with an average annual growth rate of 10.1% in the four years from 2006 to 2009. If this year's growth maintains last year's level of 8.7%, the five-year average annual growth will reach 9.4%. Achieving development goals is a foregone conclusion. However, on the contrary, the scientific development required by the "Eleventh Five-Year Plan" has not only failed to be achieved, but has even worsened and has reached a critical point.

For example, the “Eleventh Five-Year Plan” requires adjusting the relationship between investment and consumption. As a result, my country’s investment rate is the highest in the world and the consumption rate is the lowest. The “Eleventh Five-Year Plan” requires accelerating the transformation of the economic growth model. As a result, Our country's economic dependence on foreign countries and output value and energy consumption levels are the highest in the world; the "11th Five-Year Plan" requires that all people enjoy the fruits of reform and development. As a result, our country's fiscal revenue accounts for the highest proportion of GDP in the world, and fiscal revenue is used for people's livelihood. The expenditure is the lowest in the world, but the administrative expenditure is the highest in the world; the "Eleventh Five-Year Plan" requires maintaining social stability, but the result is that mass incidents continue, from 6,000 in 1995 to 60,000 in 2007, and in 2009 it has reached 230,000 rise.

As a banner of this term’s Central Committee, “scientific development” cannot resist “development first”?

"Development first" means that economic development is the most important, and everything else is secondary. In other words, let’s talk about making the pie bigger. As for how to make it bigger, whether the growth method is reasonable, how to distribute it, and whether the distribution method is fair or not, it doesn’t matter. Therefore, when talking about "scientific development", we cannot put "development first"; "development first" is not "scientific development". However, "development first" is a national policy set by Deng Xiaoping, so the interpretation of "scientific development" must be consistent with "development first". The report of the 17th National Congress of the Communist Party of China explained what the "Scientific Outlook on Development" is: "The first essence of the Scientific Outlook on Development is development, and the core is people-oriented." "Development first" is a material-based value, which puts the growth of things first, and Ignore the way things grow and the distribution of their results. "People-oriented" is a human-centered value. It does not mean that things are unnecessary, but that the development methods of things and the distribution of their results must conform to the people-centered concept. People-oriented is scientific development. Here, "development first" and "people-oriented" are compared, allowing governments at all levels to choose. GDP assessment is hard, while "people-oriented" is imaginary. The result is that the goal of development is achieved and the goal of scientific development is frustrated.
