Ganlong held a grand military parade in Hangzhou, Nanjing and other places in his previous southern tours. Gan Long wanted to train soldiers through the military parade, reverse the decadent atmosphere and show the people in the south of the Yangtze River the power of the Qing Dynasty.

Sixth, win the hearts of the people. First of all, all the places he passes through have different degrees of tax reduction and exemption. Secondly, reward and promote officials who drive to do business; Let some punished officials return to their original posts. Especially for the old ministers who came to pick up the driver, they asked about the warmth and coldness, rewarded ginseng, mink and other items, and also rewarded future generations with fame. On his way to southern China again, Gan Long saluted Confucius temples around the country and personally proposed an examination for the visiting literati. Many of the questions he wrote got rid of the bad habits of the imperial examination and paid attention to practical application. Because of the talent pool in Jiangnan, there are many people studying for exams. Gan Long ordered to increase the number of places in government universities in Jiangsu, Anhui and Zhejiang provinces. After Sikuquanshu was written, he personally paid for three copies, which were hidden in Wen Hui Pavilion in Yangzhou, Wenzong Pavilion in Zhenjiang and Wen Lan Pavilion in Hangzhou, and ordered local officials to allow students to take them out and copy them. These measures have promoted the cultural undertakings in Jiangsu and Zhejiang provinces. Finally, the Qing soldiers entered the customs, killing and plundering too much in Jiangnan. "Ten Days in Jiading" and "Three Slaughters in Yangzhou" had a very bad influence. Kangxi and Qianlong took winning the hearts of local scholars as an important event, such as rebuilding Shi Kefa Temple.
