(1) Scientifically and accurately divide risk areas. High-risk areas should be delineated based on buildings, units, floors, and households, and should not be expanded to residential areas, communities, towns (streets) and other areas at will. In non-high-risk areas, the movement of people must not be restricted, and work and production must not be suspended. It is strictly prohibited to block fire escapes, unit doors, and community doors in various ways to ensure that people have smooth access to go out for medical treatment, emergency evacuation, etc. Implement quick sealing and quick unblocking of high-risk areas, and high-risk areas with no new infections for five consecutive days must be unblocked promptly;
(2) Continuously optimize nucleic acid screening. Narrow the scope of nucleic acid testing, reduce the frequency of testing, and no longer carry out nucleic acid testing for all employees in society. Public medical and health institutions will be the main ones to set up reasonable nucleic acid testing sampling points to provide convenient testing services. (4) Optimize and adjust isolation methods. Asymptomatic infected persons and mild cases who are eligible for isolation are generally quarantined at home for 7 days, or they can voluntarily choose to be quarantined in a centralized quarantine for 7 days. Health monitoring should be strengthened during home isolation or centralized isolation. On the 6th and 7th day of isolation, the patient should be released from isolation if the Ct value of the nucleic acid test is ≥35 for two consecutive days. If the condition worsens, the patient should be transferred to a designated hospital for treatment in a timely manner. Close contacts who are eligible for isolation shall be quarantined at home or in centralized quarantine for 5 days, and will be released from isolation after the nucleic acid test is negative on the 5th day;
(5) Ensure the basic medication needs of the people. Pharmacies must operate normally and must not be closed at will. (6) Accelerate the vaccination of the elderly . Optimize vaccination services to ensure that eligible elderly people receive the new coronavirus vaccine as soon as possible, especially those over 80 years old;
(7) Strengthen the health of key groups. Primary medical and health institutions should find out the vaccination status of the elderly with cardiovascular and cerebrovascular diseases, COPD, diabetes, chronic kidney disease, tumors, immune deficiencies and other diseases in their jurisdiction, and implement hierarchical and classified management;
(8) Ensure the normal functioning of society. Make good reserves of important people's livelihood commodities. All types of market entities and production and operation sites have returned to normal order in an orderly manner. Catering business units resume dine-in meals in an orderly manner. Medical personnel, public security, transportation and logistics, supermarkets, supply guarantees, water, electricity and heating and other personnel who ensure basic medical services and normal social operations will be included in the "white list" management to achieve "two points and one front line" closed-loop work, and they can work normally with a nucleic acid negative certificate ;
