Committee member Lu Yong said in the proposal that the most important content and means to create "livable urban and rural areas" is the construction of livable villages and towns. However, at present, the problems of lagging town planning, disorderly construction and lack of effective management are very prominent. Only 17 of the 88 towns in the city have completed a new round of master plan revision, and the planning coverage rate of 17850 natural villages is only 2.2%. "Five Nothing" projects emerge one after another, which seriously affects the construction of livable urban and rural areas in our city. It is urgent to strengthen the management of village planning and construction. He believes that to strengthen the management of town and village planning and construction, first of all, we should strengthen the construction of grass-roots management departments, straighten out the management system, strengthen the team building, strengthen supervision and management, so as to provide quality services and correct guidance for the construction of villages and towns and farmers' houses, gradually standardize the construction of villages and towns, accelerate the pace of building a new socialist countryside, and effectively promote the construction of livable urban and rural areas.
It is suggested to adopt a "four-pronged approach" to solve the problem.
It is understood that in June 2000, according to the requirements of the relevant documents issued by the municipal government, the town-level village planning and construction management institutions (that is, village construction offices) were under the management of the town government, and the county (city, district) planning and construction administrative departments were adjusted to vertical management. -Strengthen the management of the administrative departments of planning and construction at the county (district) level on the management institutions of town-level urban planning and construction. The main person in charge of the town government planning and construction office needs to seek the opinions and consent of the county (district) level planning and construction administrative department before taking office. County (District) planning and construction administrative departments shall implement the annual performance appraisal system for the director of the planning and construction office. If the work is ineffective, it is suggested that the town government make personnel adjustments. At the same time, the town-level village planning and construction management institutions will be gradually adjusted to the dispatched offices (village houses) of the county (district) level planning and construction administrative departments, which will be directly managed by the county (district) level planning and construction administrative departments, and the town government will assist in the management of local village houses. Town-level urban planning and construction management institutions are equipped with management personnel according to the proportion of land use, and are included in the financial support preparation. The wages and management expenses of village construction personnel are solved by the funds in the county (city, district) level financial budget. In addition, the village committee should also set up a full-time assistant (county (city, district) level finance to give appropriate subsidies) to help do a good job in the village construction within its jurisdiction.
-County (district) level planning and construction administrative departments should strengthen the guidance and support for grass-roots village construction offices, conscientiously do a good job in the selection of professional cadres, standardize management, strengthen supervision and management, do a good job in personnel training, ensure that village planning and construction management responsibilities, personnel and work are in place, form a long-term working mechanism, and ensure the sustained and stable development of village construction.
-governments at all levels should attach great importance to urban and rural planning, strengthen leadership, take the lead in command, and organize and coordinate. In accordance with the provisions of the Urban and Rural Planning Law, urban and rural planning and management funds should be included in the fiscal budget at the corresponding level, increase investment, effectively solve the problem of insufficient planning funds, and ensure that planning funds, personnel and responsibilities are in place.
-According to the principle of strict planning management and convenience, the Urban and Rural Planning Law stipulates that rural construction activities only receive rural construction planning permits, and only after obtaining rural construction planning permits can land use be examined and approved. Therefore, urban and rural planning management departments at all levels should simplify the procedures for farmers to apply for rural construction planning permits, improve efficiency and handle them according to law. Take practical actions to implement the spirit of No.1 Document of the Central Committee 20 10, support and help farmers build houses, and guide farmers to build beautiful and livable homes.
